Programme Goals:
The SEP programme supports local initiatives aimed at the development of the income generating activities among rural population and at the improvement of the socioeconomic position of the most vulnerable groups of the population.
The SEP programme welcomes projects directed at the development of the civil society
in the rural areas.
The SEP
should be able to serve as a model for other local projects and as an engine for new development.
Registered non-governmental organizations from Kazakhstan, Kyrgyzstan and
Tajikistan are eligible for participation in the SEP Program.
Programme Criteria:
A SEP:
-
must be based on a small scale local initiative originating in the community
or agency
involved;
-
must be implemented using local goods and materials; must be targeted at a clearly defined group of people who are actively
involved in it and prepared to contribute what they
can to its implementation (money
, labor, materials or land);
-
must be capable of being sustained by the local population once complete;
-
may not take the form of a one-time action (such as a conference, a seminar or an exhibition) or a form of charity(such as supply
ing food or medical aid) or constitute a gift or part of an election campaign;
-
is not meant as emergency aid, except as a stopgap to more permanent solutions;
-
is not meant to cover the re-incurring costs (municipal expenses, rent payments, salaries, gasoline, Xerox paper, etc.);
-
may not be part of a project or program belonging to another development agency
, or of a larger project split into different SEPs.

Project proposals:

must indicate contributions from other sources if applicable

must include price lists for items that are planned to be purchased
-
must include the legalized cop
y of the certificate of applicant’s legal registration
-
must be submitted in English including the project idea, with attached detailed budget
Duration of one project: 12 months
Funding:
The maximum preferred contribution is 25,000 Euro per project. No additional contribution for the same project is possible.
Applying
for funding:
Submission deadline is March 15, 2008.
Applications will be reviewed within 6-8 weeks after the submission deadline.
In case, the application is granted, the amount awarded will be transferred to the applicant’s bank account once the contract is signed, in accordance with the signed contract. Financial statement including all recipients and a final report should be submitted to the Embassy
once the grant is spent.
The Embassy
reserves the right to assess expenditures and inspect project activities at any
time.

The below information must be included in to the application package:
1. The applicant:

name and precise contact information of the implementing agency (if the project is not implemented by the applicant)

the target group and how this group is to be involved in the project

continuation of the project (how the project will be sustained after the end of grant)
